complete coverage of the showdown happening today in the criminal. this is ktvu morning sun 2 -- mornings on 2. we begin with jeff sessions in sacramento this morning. he will announce he is suing the state of california on behalf of the trump administration over the sanctuary state policy.>> he is expected to give details about the loss of.>> it targets three state laws which the administration claims unconstitutionally interferes with aggression enforcement. >> the justice department wants a federal judge to block the loss. >> california attorney general says the state is in line with the constitution. we reviewed the lawsuit which named the governor and the state of california as

defendants. >>reporter: the department of justice filed the lawsuit tuesday evening in sacramento. it says the lawsuit challenges three california statutes that reflect a elaborate effort by california to obstruct the u.s. enforcement of and immigration -- immigration laws. the attorney general is expected to announce the lawsuit on wednesday in sacramento when he speaks to the california peace officers association. the governor blasted back in a statement at a time of unprecedented political turmoil jeff sessions has come to california to further divide america. these political stunts may be the norm in washington, but they do not work here. the trump administration has been in a battle with california over the state's sanctuary policy. that took effect on january 1. it says local law enforcement can cooperate with ice ages on criminal matters -- agents on terminal matters but not

deportation. the oakland mayor was blasted by officials by -- because she warned immigrants of the rate. uc berkeley professor says the u.s. supreme court has ruled there are limits to federal powers. >> the federal government cannot use state and local officials to carry out the implementation of federal policy. in doing so, the court has says is an equivalent of commandeering state officials and making them in effect, federal officials. >>reporter: former secretary -- sacramento county sheriff says the conflict between state and federal laws has people stuck in the middle. end law enforcement -->> law enforcement and employers and landlords are caught in the middle of this. the oakland

it is a beautiful day if you like clouds. that is what we will have. it looks like it wants to rain but there is little associated with it. radar is picking up returns but, overall, it will be difficult to do too much intel later tonight -- and tell later tonight. -- until later tonight. cloudy day and 40s and 50s because of the cloud coverage. the extent of the lows will be where they are now. the front is back here. cloudy skies, look at the moisture. the problem is there is no organized trigger mechanism to give us rain. into the weekend, a lot of cloud cover and a little bit of rain. most of the rain will be towards southern california. we will see 60s to 70s even with the cloud cover. it will be a mild today with

developing news from san francisco's mission restrict where police shot and killed a suspect who was hiding in the trunk of a car night. -- last night. this started about 10:30 pm last night when two people flagged down a police car sank they were victims of an armed robbery. a short time later, police found the car matching the description the car's driver and a passenger were arrested. then, the officers noticed the trunk of the car was slightly open. they found a man inside. police say they shot the man as they try to detain him and he later died. they say a gun was found in the trunk of the car. a ktvu reporter is gathering or information and will bring us a live report later this morning. temperatures go, -- san francisco's police commission

to make a decision on equipping -- equipping officers with tasers. the mayor has voiced his support of the measure. the police chief opposes it. he says he supports tasers but is against the ballot measure because it limits the possibility of the police commission to make changes. they do not agree, the ballot measure would override the police commission. the city of sunnyvale wants to restrict the sale of semi automatic rifles that are not already covered by the state's assault rifle ban. the mayor wants the city to draw up an ordinance that would prohibit anyone under the age of 21 from purchasing center fire rifles. last night the city council unanimously agreed. the mayor hopes laws will change on a state or federal level. in the meantime, he says it is up to cities and businesses to act.>> anybody who is selling a

right. the officials have declared state of emergency and -- in new jersey and pennsylvania. the governor in york told people to stay off the roads. left, they have their fleets of snowplows and salt machines ready to go once the weather hits. here in new york, we are looking at 7 inches today if not more. one of our last forecast is even saying 9 inches. and that is not even the worst. a number of schools have already been closed and we will just have to wait and see if this is as bad as forecasters say it will be.>> typical new yorkers, they are out and about. we see them behind you. lauren blanchard there in new york, thank you. people say only if you have to go. everybody there says we have to go.>> a buddy of mine lives in new jersey and he goes into new

york city rain or shine. >> if your boss expects you there you try to get there. >> that is a tough forecast. hours is easier. this may be a cold rain for some of the coast and then snow farther inland. some of the snow is developing but will continue over the next 12 to 24 hours. another nor'easter for the east coast. for us it is a different pattern. you can see there is cold air up in the northern plains and in the great lakes. that is filtering and as the system deepens just north of atlanta. that will give them fits as well. what is coming together for us is cloud cover. there might be a small bit of rain or likely tonight into tomorrow. temperatures are up because of the cloud cover's. -- coverage. to the north, napa 49 a little

cooler in cloverdale. i do not think it will get much cooler. 52 in moderate and 18 in truckee. this is not a system for the sierra. a lot of cloud cover and a little bit of rain. it looks like more show than go. we will talk about rain as we head into the weekend. highs today in the 60s and 70s. it does not look like a lot of rain but that could always change. over to sal at 4:16 am. there is a lot of traffic coming in today. people are out there trying to beat the traffic. there is not a lot of congestion but there are people. good morning, everyone. northbound 101 driving from gilroy to san jose looks good getting up to the morgan hill area. it is a nice looking drive all the way through. as steve said, there are people out there already.

traffic is moving well all the way up to the silicone valley. and you get there, traffic is light. no major problems on 280 in san jose. it looks good getting up to highway 17. at the bay bridge we still do not have a big crowd if you are trying to drive from oakland to san francisco. let's go back to the deaf work and congress -- let's go back to the desk. in congress, a response to the deadly florida school shooting. federal funding to educate students, teachers and administrators on how to spot warning signs of gun violence. the bill does not include new gun control measures like raising the minimum age to purchase a rifle. the trump administration is responding to reports that the north korean leader is willing to negotiate his nuclear weapon from and suspend missile and nuclear test. vice president mike pence is urging countries to continue to isolate north korea
